Tom Grooms founded the Academy of Market Intelligence (AMI) and serves as its President.  Grooms was the first to discover the term market intelligence and identify it as a distinguished concept unrecognized.  His work was the first peered reviewed study in history on market intelligence.  He is the leading authority on market intelligence and first to apply market intelligence to executive performance.  His pioneering thesis and dissertation studies on market intelligence included intelligence, business intelligence, competitive intelligence, competitor intelligence, network marketing, marketing research, marketing information systems, knowledge management systems, strategic intelligence, tactical intelligence, counter-intelligence, real-time intelligence, whisper intelligence, and marketing intelligence. This was the first effort made to identify the properties and evolve an academic definition.  Grooms’ latest work on market intelligence led to the start of the Academy of Market Intelligence (AMI) at www.mkintel.org.

November 29 - December 15, 1998 appointed as the only academic on the 5-person team as a Business Incubator Consultant representing the United States to help establish the first entrepreneurial business incubator program for  economic stimulus through the sponsorship of ACDI.VOCA Washington, D.C. It was my responsibility to provide strategy and analysis for the Russian government, economic assessment to improve the entrepreneurial and general business environment and deliver a completed master business plan. My responsibility to my Russian sponsor Igor Eryshev for the city of Orekhovo Zuyevo and his social business center was focused on their textile factory to create future employment opportunities where 90% of the employees had lost their jobs. This period in history benched marked on October 17, 1998 is wrapped around an economy that experienced an economic eruption comparable to October 29, 1929. My assessment and recommendation was for Russia to first and with foremost consideration to rewrite its tax laws. Later Vladimir Putin, President of Russia, adopted a flat tax.
